Resolution of Support
Columbia Pike Initiative
Concept and Vision Plan
WHEREAS; The Columbia Pike community has been engaged in the process of identifying a vision for a more competitive, safe and vibrant Columbia Pike for many years;
WHEREAS: The Barcroft School and Civic League has been committed to and involved with the Columbia Pike Initiative and the Revitalization Organization in support of the revitalization planning process;
WHERAS: The current planning process has involved over 130 community meetings over the last two years;
WHEREAS: Barcroft supports Arlington County's commitment to new economic development tools to facilitate the plan's implementation:
THEREFORE, it is hereby resolved that the Barcroft School and Civic League formally supports the COLUMBIA PIKE INITIATIVE/CONCEPT AND VISION PLAN (Final Draft, January, 2002, Volume I), and recommends that the Arlington County Board approve this concept plan at its meeting on March 9, 2002, in accordance with the advertisement approved by the Board on January 26, 2002.
Furthermore, the BSCL resolution of support is approved with the understanding that this is a concept plan, with specific and important implementation considerations to be determined in Phase II of the planning process. Phase II will involve extensive community input to determine zoning and land use plan changes that will guide development at key Barcroft locations, including the Columbia Pike intersections at Buchanan Street and Four Mile Run (Major and Minor), and George Mason Drive. The BSCL, for the record, indicates that (1) redevelopment density is a concern at the Buchanan Street site; (2) redevelopment at the George Mason site should include appropriate transition to the adjacent residential areas; and (3) that the land use decision making process should include adequate Barcroft community input.
Furthermore, the BSCL remains concerned about the realignment at the intersection of Buchanan Street and Four Mile Run (Minor). It is understood that the County will seek Barcroft community involvement in the final approval and implementation of this action, and provide ample notice of intent to proceed.
