Minutes of the BSCL Meeting
May 6, 1999
ACTION: The BSCL approved the following motion:
That the BSCL approve a landscape plan submitted by Scott Brinitzer, and authorize the
expenditure of $500 to match an anonymous grant for landscaping work. Also, that the
BSCL authorize the expenditure of funds already raised for landscaping, and any other
funds that may be raised through September 1999. Also, that the BSCL explore with adjacent
property owners the issue of replacing the existing chain link fence.
Vote was 26 yes, 2 no, and 2 abstentions.
Scott proposes waiting to erect a gazebo in the central portion of the south lawn and more
extensive plantings in the southwest corner of the yard until the ramp for the disabled
is constructed.
Discussion:
The meeting began with a tour of the grounds so Scott could explain the plan. A key issue was the plan's ability to accommodate the July 4 celebration. Questions were raised about whether too much of the lawn would be filled in to accommodate large events But two chairs of the July 4 celebration, Andrew Hunter and Mary Ann O'Rourke, endorsed the plan. Consensus was reached around Scott's point that sufficient open space remains in the south lawn, while more useable space will be created by removing fencing from the rear of the house.
A question was raised about whether sufficient meetings were held in drafting the plan. The response was that many meetings were held.
A question was raised whether the garden should use more native plants. The response was that a number of native species are being used, but some aren't hardy enough for a public garden.
Questions were raised whether the entrance to the southern portion of the yard from the front of the house is wide enough. The conclusion was that the entrance could be changed if it proved too narrow.
Questions were raised about whether the plan would compete with fundraising for the renovations. The response was that more attractive grounds should attract revenue.
Another response was that the community should move forward with landscaping now because of Scott's generous offer of time, labor and fundraising.
A suggestion was made that benches be erected to "shelter" beds.
There was much discussion of the work involved in maintaining the picket fence planned for the yard. A consensus was reached that the fence would add tremendously to the appearance of the property, and that volunteers would be found to paint it when needed.
Indeed, the overall thrust of the discussion was that the landscaping will be a positive move for the community house. And while it does carry some risks in terms of expenditure of money and volunteer time, the results will be worth it. If the plans don't work, the community expressed willingness to revisit them. But the feeling was that the landscape plan and Scott's hard work are a true gift to the community.
Other discussion:
That fundraising chairs should be appointed for both renovation work and landscaping.
$20,000 to $25,000 is needed to complete hall renovations, and another $18,000 $20,000
for a handicapped ramp.
