Minutes of the BSCL Meeting

September 4, 1997



The monthly meeting of the Barcroft School and Civic League was held on Thursday, September 4, 1997 at 7:30 p.m. at the Barcroft Elementary School library.

President Dave Michaelson called the meeting to order.

Old Business

Barcroft Community House Renovation - Dave Michaelson. The renovation of the Barcroft Community House continues and things are going well. Would like to have a barbecue in early October to celebrate the re-opening of the Community House.

Fourth of July Parade - Dave Michaelson. Thanks to Andrew Hunter for overseeing the Fourth of July parade. Everyone had a good time, and Andrew has already volunteered to chair next year's parade.

New Business

There is a new Barcroft directory, broken down by name/address. This directory will be forwarded free of charge with new BSCL membership.

The distribution of the BSCL newsletter has been erratic. Dave Michaelson suggested volunteers to serve as block captains to distribute the newsletter and get the word out (i.e., fliers) about various community events.

Dave Michaelson suggested forming a Welcoming Committee, to introduce the neighborhood to newcomers and to tell them about BSCL. Volunteers should give their name to Dave.

Dave Michaelson informed the group that the County has scheduled a Neighborhood Day for September 27, 1997. A wide variety of events will take place throughout the county. Barcroft has not formally planned anything for the day, primarily due to the Community House renovations. A Block Party idea was suggested.

Donna Anderson, an avid Barcroft gardener, suggested a plant and seed exchange. The easiest way to do this would be to put a small bulletin board on the outside of the Community House so people can advertise what they have. Dave Michaelson suggested using the Barcroft newsletter where one can advertise plants for free. Tom Palance suggested making up fliers, getting them copied for free, and distributing them throughout the neighborhood. The fliers could direct Barcroft residents to go to the Community House on a certain date to exchange plants. Tom Palance informed the group that anything hanging on the outside of the Community House would have to get approved by a Historical Landmarks group. A suggestion was made to use the PTA bulletin board that hangs inside the Barcroft School.

Committee Reports

Neighborhood Advisory Committee (NCAC) - Dave Michaelson. The community can tap into a pool of money for capital improvements to the neighborhood. Anyone with a project in mind, the next funding cycle is this December. A requirement for obtaining the funds is to get the majority of one's block to sign on for the improvement.

Traffic Committee - Elaine Squari. The Traffic Committee currently has four members. An assessment of traffic in Barcroft neighborhood, developed by the Traffic Committee, was distributed to the group, along with the Arlington Country Chief of Police response to a December 1995 inquiry for a traffic study of South Abingdon Street. The committee would like to know about any community traffic issues/problems. Two sign-on sheets were made available at the meeting, for individuals to give their name, street address, and a description of the specific traffic problem. By December, the committee hopes to complete a list of traffic problems that BSCL can support and present to the County in asking for help. The next meeting of the Traffic Committee will take place September 23, 1997 at 7:30 p.m. at Elaine Squeri's house.

Guest Speaker

Vice President Mark Wigfield introduced Martin Ogle, Chief Naturalist of Potomac Overlook Nature Center. Mr. Ogle spoke about composting - what makes an effective compost heap. Mr. Ogle also informed the group about a one-day conference entitled "Symbiosis: Towards a Healthy Integration of Science, Society & Planet", on September 20, 1997 at Washington-Lee High School. Mr. Ogle also told the group about a WETA program on September 8 entitled "Planet Neighborhood".

The meeting was adjourned at 8:45 p.m.
