BSCL Minutes January, 1996 Meeting
More Demeter, Infill Development Discussion
January 2, 1997
The monthly meeting of the Barcroft School and Civic League was held on Thursday, January 2, 1997
at 7:30 pm at the Community House.
The meeting was called to order by President Jim Kerr.
The minutes of the November 1996 meeting were read by Secretary Lisa Palance.
MOTION - to accept the November 1996 minutes as read. PASSED
Thank you to Barbara and Randy Swart for painting the interior for the Community House.
Committee Reports
Renovation Committee - Jim Kerr - Mike Keirnan of 8th Rd. S. has offered free labor for the
plumbing work. Quotes for the electrical work are coming in and the committee will review them.
The Renovation Fund has collected $8,000.00 so far.
Neighborhood Conservation - Dave Michaelson - The committee met in December. The new street
lights for Buchanan and 9th St. and Wakefield and 9th St. have been approved. The retaining
wall went in on Columbia Pike between Taylor and Wakefield.
Arlington Civic Federation - Randy Swart - The next meeting is Tuesday, January 7th.
Old Business
Demeter House Update - Mitch Dale - The trial is scheduled for February 24-26, 1997. Demeter
has filed for the case suit to be dismissed. Depositions are being scheduled. BSCL currently
has approval to be on the property. They are asking Vanguard to supply documentation for the
$100,000.00 they say they spent on their other property.
Regarding the Neighborhood Advisory Committee, our concern was that Vanguard was loading the
committee. Jim Kerr sent two letters of concern. He met with Jim Hunter and Debbie Voltz on
December 18th, 1996. Jim Hunter stated that the purpose of the committee is not to take a
position or to represent the neighborhood. It is just a means of communication between Vanguard
and BSCL.
Rocco Sarracino - Concern that anything said at these Advisory meetings could be used against the
neighbor in their suit. He asked Debbie Voltz about this and she had no comment. Vanguard will
present a drawing at the February meeting. Recommending that we not take a position on this
presentation. It may compromise our trial position. Vanguard is receiving VHDA funding. They
will not be able to close until after the trial is completed. Rocco reviewed the video tape of
the County Board meeting regarding the Demeter House. On the tape Jim Hunter says that the
Neighborhood Advisory Committee should be made up of BSCL members and neighbors in close proximity
to the Demeter House. The next Barcroft/Demeter meeting is in one week.
MOTION - For BSCL to support the lawsuit against Demeter as it currently stands and donate $237.00
to help fund the suit. The suit names Bosco, Demeter House and the County Board. A brief
discussion followed. Vote 23 for, 5 opposed, 3 abstain PASSED
A member of the Arlington County Planning Board and the Department for Public Works spoke about
land use issues regarding by-right development and how sub-division works in the county.
The meeting was adjourned at 9:30pm
