BSCL Minutes September 1996 Meeting
Demeter House, Renovation Plans, Bond issues
September 5, 1996
The monthly meeting of the Barcroft School and Civic League was
held on Thursday, September 5, 1996 at 7:30 p.m. at the Community
House.
President Jim Kerr explained that the monthly meetings occur the
first Thursday of each month from September through May and they
begin at 7:30 p.m. To be eligible to vote on issues you must
have paid your yearly dues to BSCL. The cost is $3.00.
New Business
Events Coordinator - Tom Palance announced that the first annual
Barcroft Fall Festival will be held on Sunday, September 15th
from 4 - 7 p.m. at the Community House. The Festival will
include food, music, children's games, and a cake raffle.
Profits will go toward the renovation fund. Volunteers are
needed in all areas.
Barbara Swart - Barcroft Cookbooks are available at $10.00 each.
Barcroft notecards, with artwork by Barcrofter Nancy Tankersley,
are available for $8.00.
The minutes from the May 2, 1996 meeting were read by recording
secretary Lisa Palance.
MOTION - to accept the May minutes as read. PASSED
The minutes of the special August 27, 1996 meeting were read by
recording secretary Lisa Palance. Several corrections were made.
Questions were raised regarding the vote on the Demeter House
proposal. It was determined that no official count was taken,
and that no official announcement regarding the number of proxy
votes was taken.
MOTION - to stop debate regarding the August minutes. PASSED
MOTION - to accept the August minutes with the noted corrections.
PASSED.
Rocco Saracina gave an update on the opposition to the Demeter
House proposal. He stated that the issue in not over. The
County Board has the final say on the proposal. The Planning
board meeting is scheduled for September 24, 1996. Mr. Saracina
is setting up meetings with board members to further explain
their opposition to Demeter House. The meetings are to focus on
opposing Demeter House. Mr. Saracina answered several questions
from the floor. He stated that they are looking for 41 block
captains to help get neighbors to the County Board meeting. He
would also like volunteers to help with research, and letter
writing. Some of the residents of 6th St. have hired a lawyer
and they would appreciate donations to help defray the cost. If
you are interested in attending either the County Board meeting
or the Planning Board meeting be sure to call ahead to see that
this issue is on the agenda. Mr. Saracina expressed appreciation
for the support of the neighbors regarding this issue.
Committee Reports
Arlington Civic Federation - Randy Swart - The last meeting was
for political candidates to speak. Please get out and vote in
November.
Crime Resistance - Chris Monek - No report.
Renovation Committee - Jim Kerr - The last major renovation took
place nearly 50 years ago. The committee has been meeting for
the past 18 months. The renovation plans include: cathedraling
the ceiling, replacing the existing walls with drywall and
wainscotting, refurbishing the wood floors, and adding a bathroom
on the main level. The estimate for this work is $100,000. BSCL
has approximately $45,000. in their savings account. We cannot
spend all of our savings on the renovation. Funds need to be
raised. The committee is accepting members if anyone is
interested. Jim answered several questions from the floor.
Other Business
Treasurer Dave Voorhees stated that membership dues should be
sent to Membership Secretary Peg LeFebvre.
County Board Member Chris Zimmerman spoke briefly about the bond
issues coming up for vote in November. There are four bonds:
Metro, Streets and conservation, Parks and recreation, and
School. Bonds are voted on in even years. The current bond is
$72 million. Mr. Zimmerman would like the support of BSCL on
these bonds issues. He answered several question from the floor.
The BSCL October meeting will be candidates night.
