BSCL Minutes May, 1996 Meeting
Elections, Traffic Circle Removal
The monthly meeting of the Barcroft School and Civic League was
held on Thursday, May 2, 1996 beginning at 7:30 p.m. at the
Community House.
New Business
The election of officers took place. The slate of officers was
presented by Nominating Committee Chairperson Randy Swart. The
following slate was presented:
President - Jim Kerr
Vice President - David Michaelson
Treasurer - Dave Voorhees
Recording Secretary - Lisa Palance
Corresponding Secretary - Mark Wigfield
Board of Directors (vote for two) -
Scott Allard (four year term to expire 2000)
Scott Brinitzer (two year term to expire 1998, replacing Larry
Goldschmidt)
Current Board members - Tom Palance (term expires 1997, is
eligible for reelection)
Randy Swart (term expires 1999, not eligible for reelection).
The fifth member of the board is the president.
Sparrow Swamp, located on the Four Mile Run bike path was drained
because of a leaching problem. Soil was leaching from under the
bike path. Long Branch Nature Center has a proposal for a
$40,000 grant from Environmental Services, and $50,000 grant from
the EPA to put 4-6 ponds back in the area. The work will not be
done for a year.
MOTION - To support the EPA grant. PASSED
Arlington Civic Federation - There is a proposal from the county
to have a major league baseball site near National Airport. The
airport and pilots are opposed to this. Aurora Highlands is
opposed. The county has already spent $100,000 on consulting
fees.
MOTION - BSCL opposes the proposed site for major league
baseball. PASSED
Work Party - Saturday, May 11th at 10:00am there will be a work
party at the Community House to repair the trench and channel
water away from the foundation.
The BSCL Cookbook is now available. It is part of the effort to
raise funds for the renovation. Contact Barbara Swart if you
would like one. They are $10.00 each.
Committee Reports
Renovation Committee - The proposal will not be ready for the
June meeting.
Old Business
The traffic circle. Scott Allard presented a brief history of
the traffic circle:how it came to be, what county procedures we
have been through, what the options are, etc.
Traffic Committee - Vincent Millen reported that the traffic
committee was formed several months ago to discuss the traffic
circle and make a recommendation to BSCL. The committee is
opposed to the circle and would like it removed. Mark Wigfield
presented an argument for keeping the traffic circle. An open
discussion followed. Many members voiced there opinion regarding
the traffic circle.
MOTION - to cut off discussion and vote on the traffic circle.
28/29 DEFEATED
Discussion continued for several more minutes.
MOTION - To request that the county remove the traffic circle.
PASSED
MOTION - That Scott Allard develop a plan for filling in the area
between the nub and the stop sign with greenery. (Allard)
PASSED
Meeting adjourned at 8:50 p.m.
