Monthly Meeting Minutes
March 7, 2002

Call to Order

The meeting was called to order at 7:35 pm.

Committee Reports

    1. Parking: Bill Byrne provided the first report of the newly formed Parking Committee. Two meetings have been held over the last month. The committee has focussed its efforts initially on data gathering in the following areas:

    • Apartments: Document number of units and number of spaces, in order to determine if any parking deficit exists. Also, document any change in parking policy over the last few years.

    • School: Determine potential for increasing parking for Barcroft Elementary School staff.

    • Tag Check: Committee members have begun recording license numbers and county stickers of cars parked in the neighborhood. County staff will assist in checking these tags to determine if they are Arlington residents.
    Committee members also walked with County staff to identify intersections that are particularly dangerous because of parking. Several intersections were identified where the County recommends moving the "No Parking" signs further from the corners to increase sight lines.

    2. Ramp: Bruce Atkinson and Randy Swart updated those in attendance on the handicapped ramp status. Bruce began by summarizing the history of the ramp design, and presented the final plans. The final plan details a concrete ramp to extend from the back entrance, wraps around the back of the Community House and terminates at the parking pad. The ramp will be approximately 3 feet high, have a 1/12 slope and have a rail that matches the fence that surrounds the Community House property. Estimated cost is $35,000, which can be done within the existing available neighborhood funds. Randy provided a summary of the HALRB approval process.

    Barbara Swart made a motion to approve funding of the handicapped ramp. Annette Osso seconded the motion. The motion passed unanimously by hand vote.

    3. Membership: Peg LeFebvre summarized the status of the membership.

    4. CPRO: Bryant Monroe presented the summary of the Columbia Pike Revitalization Organization. Bryant indicated that the vote by the County on Phase 1 would be held on Tuesday March 12, at a separate meeting dedicated completely to the Pike plan. Bryant also indicated that the planning charettes to be held as part of Phase 2 would not start until the County hires a consultant (in about 6 to 8 weeks). The Planning Commission has also recommended that one charette be held on the most complex area (the Town Center) to provide an outline for subsequent charettes as well as to work through any difficulties in the process.

Presentation

Reid Goldstein, co-chair of the Arlington County Civic Federation's Housing Committee, and Douglas Peterson, Executive Director of Arlington Partnership for Affordable Housing (APAH), gave a panel discussion on affordable housing issues in Arlington County.
