Crime stats for June 1999. The first number listed is for the 3rd District, the number
that follows is for the entire County including the 3rd District:

It has been suggested before, but it bears repeating - Lock your ground floor windows and
doors when you are away from your residence, even for short periods of time or while you
are sleeping. Unlocked windows and doors allowed easy access in several of these
burglaries.
We had 21 incidents of graffiti in June compared to 44 in June 1998. These are total
figures for the County. Detective Benson reports that in April, Officer Reiten arrested
two juveniles for spray painting graffiti on the bike path in the park behind Randolph
Elementary school. It was determined that these individuals were responsible for other
acts of graffiti. On July 15, 1999, these two juveniles plead guilty to three incidents of
destruction of property. They were sentenced to probation, 40 hours of community service,
and must make restitution of $571.00.

contains a number of good suggestions to help each of us prepare. The Police Department
has formed a group to explore preparations we should be taking in anticipation of any
problems.
We have filled all of our slots for Police Youth Camp, which takes place from August 30 -
September 3. Approximately 290 children have been enrolled, 35 teenage counselors have
been hired, and 18 officers have been assigned, including yours truly. All of this work
has been coordinated by Sgt. Elaine Moore of the 3rd District.
17 recruit officers are currently involved in their 12 field training rotation. These
officers, who just graduated from the police academy, start by just riding along with and
observing their Field Training Officer [FTO]. As the weeks go by, they are expected to
assume more and more tasks. By the end of the field training, the recruit officer should
be undertaking all of the tasks, e.g. driving, handling the radio, responding to calls,
taking self-initiated action, and completing all of the paperwork, with the FTO merely
observing and ready to step in if the recruit has a problem. Therefore, you may see patrol
cars with two officers inside or you may see an extra officer or two at a call.
Today, 18 young people, many from the 3rd District, will graduate from the first Teen
Police Academy. This week, they have been learning about criminal law, the various units
in the Police Department, touring the Detention Center and visiting court. Students were
treated complimentary lunches provided by various restaurants. The students found shooting
in the firearms simulator and using our "Fatal Vision" goggles [which simulate
the difficulty an intoxicated driver might have with psycho-motor skills] particularly
interesting. At graduation, the complaint most students brought up was that the Academy
was not longer!
I will be away from the department from June 22 - August 12. During that time, Lt. Rebecca
