January 2003 report for the 3rd Police District, which includes Barcroft neighborhood.





Subject: News from the Third District - March 7, 2003

The listed crime statistics are for January 2003. The first number is for the Third District and the second number is for the County:

Auto related crimes were, as usual, the most prevalent in the District. Hondas and Toyotas were the most frequently victimized. No other make of vehicle had more than one stolen. Nine of the vehicles stolen in the 3-D have been recovered in other jurisdictions, including several in Maryland. Of significance, 3-D officers arrested four individuals in a vehicle they had recently stolen from the Home Depot in Seven Corners on January 4, 2003. These arrestees admitted to the larceny and advised they intended to turn the vehicle over to a "Chop Shop" in Maryland to "pay for" work being done on a street-racing car that had a blown engine. In addition, three residents of the District of Columbia were arrested in D.C. in a car stolen from the 3-D on 1/07/03. Our "Bait Vehicle" program continues to produce results. On January 12, 2003 we had an "activation" on one of our bait cars that resulted in the arrests of two individuals who are believed to be responsible for a rash of larcenies of and larcenies from autos in the Fairlington area. Both subjects were adults who resided in the City of Alexandria. After their arrests, auto related crimes in the Fairlington area almost ceased for weeks. Unfortunately, in this area, for every one person we lock up, there are two waiting to fill in their shoes. Also of interest, forensic evidence revealed the identity of a subject who had been kind enough to leave his fingerprints in a number of cars he had victimized over the past several months. A warrant for his arrest was obtained and he was located within days. As our Auto Theft Unit detectives were preparing to interview the subject, they realized that he was the same individual who had broken into one of our bait vehicles several weeks earlier whose face had been captured on video tape. He was also charged in that crime.

On a different topic, we have had a small series of indecent exposures in the Walter Reed Drive/Glebe Road/Columbia Pike area. The subject is described as a black male, 40s, 5'7" to 5'11", 160 to 190 lbs. The incidents have occurred between early January and late February, with two very close to bus stops. At least one of the victims believes the subject may be homeless.

On a more positive note, we have two upcoming Special Events in the Third District you should know about. The Columbia Heights West Pride Day is scheduled for Sunday, April 27, 2003 in the Tyrol Hills Park area off of South 7th Road. Festivities begin at noon. On Sunday, May 4, 2003, the Columbia Pike Blues Festival will take place on South Walter Reed Drive between the Pike and South 9th Street. Again, the festivities begin at noon.
